Can you limit how much ram Windows can use and leave the rest for games and programs?

From what I hear, when playing games on PC, the OS is still running under it and is hogging some ram, meaning the game can't use that extra ram. Is there a way to set less ram Windows itself can use, and let the rest be used by programs and games?

I have Windows 7 64 bit.

My build is:
Athlon II x3 (@ 3.2 Ghz I think?)
4gb DDR3 1333 from G-skill
EVGA GTX 560 ti
250gb Hard drive, other is around 140gb
Motherboard is from Asus

Look into what other processes/applications may be running. Possibly turn some off.
 
4gb is getting hard to live with these days. Most newer PCs now have 8gb as standard. Most new high end PCs have 16gb - futureproofing.

As we've said - look at what processes you can disable. I know I have a lot of start that starts with Windows - Plex, Afterburner, Printer, Logitech Gaming, webcam, Geforce Experience, etc etc. - In the Task Drawer.

And then there's Chrome, Avast, Kies, etc - I really should trim some of mine back too. lol

Very indeed. My build altogether is really outdated and crappy, I'm waiting until next year to do big, fresh upgrade. I believe next year will be the years 4K settles or at least starts to, and so should the hardware and software to support it. And 16GB of RAM (ddr4) was exactly what I was gonna try to get, because I know 16gb will be the new 8gb soon.
