Seagate Backup Plus Not detected in Disk Management Win7

Seagate Backup Plus 3TB
Had the External HDD unplugged for a little over 2 months as I was moving things around.
When I plugged it in yesterday, it was not accessible but Disk Management reported it as RAW.
So I used Testdisk to fix it, TD found the partitions and was able to write but on reboot the drive disappeared.
It does not get detected when plugged in, tried back and front I/O ports (USB3).
Windows 7 64-bit, Disk Management doesnt even see it.
Testdisk 7.0 doesnt either anymore.

After giving up on saving the data. I tried GParted and it works! it detects and I was able to delete and format the ExtHDD to GPT and created a partition.

Rebooted back into Win7 and still no dice, still undetectable, in both Disk Management and Testdisk.
Tried SeaTools also, but it has been hanging on "SCSI: Scanning for supported drives. Please wait...." for the past 2 hours.

Please help, any suggestions?
Is this a "Drive detected in Linux but not windows"--issue?
I really dont want to take apart the enclosure.

Really dont want to, afraid I'll break the enclosure.
If its the SATA to USB interface, why does GParted still detect it and nothing seems wrong when formatting. but in Windows its not detected.

Update: Took the drive out (snapped a few enclosure pegs as I expected, ugh) plugged it in via SATA, works 100%
So its the enclosure?
Still doesnt answer why it works in linux but not Windows.
