My system specifications are
Motherboard: Gigabyte G31M-ES2L
Total Physical Memory: 2,560 MB (2048+512)
Processor: Intel Pentium Dual core CPU E2200 @ 2.20GHz
Power Supply: UMAX 450W (does not have a dedicated 6 or 8 pin PCIe connectors)
My budget is about 2.5k INR (<40$)..

I was going to buy asus amd radeon 5450 1GB.. but reading the user review.. i understand that.. there is actually no 1GB dedicated video memory.. it got 512MB on board and 512MB shared.. using turbocache... Since i only have 2.5GB of RAM.. and more than 1.5GB is using standby.. is it a good choice to buy that?...

NB: i only need an entry level GPU.. not a heavy gamer.. also using basic resolutions 1360x768..

Solution
Your budget is too small to get anything worthwhile. The Radeon 5450 or 6450 are basically the same chip and is not much better than the internal graphics built-in with your motherboard (Intel media accelerator).

My advice to you is to wait till you can double your budget to at least 5k inr or increase your budget to 3k-3.5k inr and get a second hand nvidia gt 730 or r7 250.

i need a graphic card priced below 40$ that is about 2500 Rs. in India... I was wondering does dedicated 1 gigs of memory even matter? i only have 1360x768 VGA display.. is 512 dedicated ok for me? .. higher memory does not improve the performance right? then why 512 is not recommended?

512 mb of ram only let's you activate Windows features like aero desktop in Windows 7. At least 1 GB is needed to play old minor games at low resolution and to view HD videos (1280x720). 2 GB or more with good graphics processor( gt 730/ r7 250) is needed to play modern (2012+) games at low and view FHD (1920x1080) videos.

Hope this helps explain things.
