FPS drops after few minutes and stays like that until restart

Lately I was playing a lot of GTA V, but the issue is there in all games. Whenever I start playing GTA V, my fps is between 40-60. Sometimes after just 5 minutes of playing, sometimes after an hour my fps would drop to 20-30 and stay that way no matter what I do until I restart my PC. I have already tried reinstalling all drivers, I even tried reinstalling windows thinking it was some software issue, but I'm all out of ideas. Temperatures all stay fine, that was the first thing I checked. Stress tested them, CPU stays under 70 degrees celsius under fully load, GPU stays under 60. While playing CPU usage doesn't go over 75% so it's not cpu throttling, there is enough RAM, I really don't know what else could be a problem, so I'm asking you guys if you had similar problems for any kind of help.

My hardware is:
MOBO: ASUS RAMPAGE II GENE
CPU: Intel i7 920 - 2,66 GHz (raijintek aidos heatpipe cooler)
RAM: Corsair DDR3 1333 - 8 GB
GPU: MSI GTX 960 GAMING 2G
PSU: Corsair Professional Series - HX 650W
SSD: Samsung 850 EVO Basic - 120 GB
HDD: Western Digital (not sure wich model) - 1 TB
