I just installed a new motherboard into my PC and replaced the case my specs are:

SPECS:

GTX 970
FX 8350 4.0 GHZ with Arctic Cooling Freezer 7 Pro Rev.2 CPU Cooler
Asus Sabertooth 990FX R2.0 Motherboard
SSD Samsung 120gb
1tb hdd
650W Psu Corsair

Current Temps:

The temps have lowered a bit but originally when I installed the new motherboard the CPU temps where around 50 - 60c. I should mention that I didn't reinstall my operating system when I installed my new motherboard from what I can tell everything in working fine without the need for the reinstall.

Solution
your cpu fan max speed is 2200 rpm check yours also did you set it up to push air in from the bottom to top hope you have a case with top fan as exaust i would check the temp on load .

The CPU fan is facing the top of the case which has holes for the air to blow through. My case has two other fans in it one to the left of the cpu and one under where the optical disk drive is.

One problem with the CPU fan is that I get a CPU Fan Error on boot sometimes which is why the speed displays incorrectly this happened with the previous motherboard aswell.
