download and update a kaspersky rescue disc from any other computer, write it into a cd or usb, boot through kaspersky and scan it

this will delete all the virus

if you go to your connection does it say internet access? if so you might be connected to the internet, but occasionally some viruses/malicious programs will enable the proxy setting in internet explorer. you could go to internet options, go to the advanced tab and reset internet explorer to default settings and see if that helps.

need more information to be much more help.
