Budget Gaming PC Help Please

Hello,
This will be my first attempt at building a desktop. I have a budget of between 700-850 dollars. I would like to build something that has some future upgrade capabilities.
The only game i will be playing is world of warcraft, and ideally I would like to raid at very good-ultra settings in 20 man raids at 40ish fps or above, if even possible, something close but below this would be great as well.

If this isn't possible given my budget what is more realistic? Appreciate any help on this, thank you for your time :)
