Asus Z97-A and 4790k

I recently built a new computer. Everything seems to be stable and running ok but I have some questions as to how to optimize my pc. With the latest bios and default settings the 4790k likes to stay at around 4.4 or 4.3 idle with performance mode set in windows power management. When I play battlefield 4 it seems to want to be at 4.2 or 4.1. The temperatures are fantastic playing bf4 is about 49c. Is this normal or can this be optimized without overclocking ?
Now I got a new Maximus Hero IIV and updated the bios running in default and the thing idles at 35c and underload in bf4 55c to 60c but it is going on 4.4 all the time.I really don't understand this at all. My final conclusion is that diferent motherboards do diferent things with the 4790k. Am I right or wrong to thing this? Is there a problem?

is it normal for both of these boards making the chip do diferent things when everything is set to stock
