GTA 5 stuttering/low fps

MY fps on medium settings is 40 on average, but after playing for like 10 minutes game starts to stutter, especially when im driving a car. While driving my fps drops to 10 orsm. I think my PC should have better fps even before stuttering. Can anyone please give any tips how to fix that?
pc specifications:
CPU-AMD FX-4100
GPU- ASUS R9 270
mainboard-ASUS M5A78L-M LX
memory- 8gb(4x2)
Power supply- 600w
Windows 7 ultimate

The game is optimized to run at a higher framerate when you're not driving, so things like gunfights and walking should always be high. But when you're driving, the game has to process a lot more information and your FPS will be killed. So you need to make sure you are adjusting your graphic settings to run high while you're driving, not how much FPS you get when you're stationary or in gun fights.

You should use the benchmark feature to test out framerate.

If it's only happening when you're playing the game after 10 or so minutes, it's most likely an overheating issue.

I have the lowest setting possible and it's still lagging, the only thing that is not minimum is resolution which is 1280x800 and that is pretty low too. I don't think I can increase my fps by changing graphics settings.

I'll be honest with you, that card should be handling a lot more power, at least medium settings or higher on 1080p at 60fps. But that processor you have is very weak, I mean in comparison my current CPU is roughly 3 times faster than it and it costs $300.

You're either running into overheating, or you're running into a CPU bottleneck.

Typically you find CPU bottlenecks if you decrease resolution and graphic settings but the framerate remains relatively the same.

If everything is on the lowest settings there is a problem with your hardware. I think your card is getting overheated or your ram is not working properly

Is windows 7 installed in 32 or 64 bit?

just kill a process by pressing ctrl+alt+del named as mdm*32 while running the game in background and you will be fine as the same happened with me and i did the same and it really works
