can a computer tech company shut down your computer without requesting access?

I've been dealing with a tech company that I was under contract with for a year. The year ended and after getting a phone call from one of their foreign techs tried to get me to sign on for other things which I was led to believe were at no cost. I received a bill by e-mail, called the company and told them I no longer wanted their services and the rep said I owed no money and I told them that their people were still calling me. He said just ignore their calls. Ok, 5 months later and still being harassed by their calls my computer will not turn on. I did not turn it off. Everything is plugged in but I want to know if the tech company can remotely shut it off?

If they had remote access they can remotely shut it off, but that wouldn't explain why it doesn't turn on. You can not prevent a pc to from turning on remotely, so this is a local problem. Did you double check if all power cables are connected, psu cables, etc?
