Bought more RAM now doesn't boot properly

Two years ago I bought a 8gb (2*4gb) kit of G-Skill ares 1866 ram. Recently I got a second kit because newegg had in on sale. I can't get my pc to boot properly now. When I first got the Second kit the pc did not boot at all so I updated bios and tested each stick to make sure they wernt bad. All sticks are good. I can put ether kits In and it works fine with 2 sticks but when all 4 are in I have to hit the power button then wait 10 secs then hit reset then it slowly loads and runs fine after that and windows can use all 16gb.
I know they are same exact kits as they had same link on newegg and everything matchs on labels.

In the bios it shows some very minor timing g differences in the long list of times between new and old kit (I know nothing about ram timings).

AMD FX6350
ASROCK 990fx extreme 4(bios 2.7)
HIS 7870ghz
GSKILL ares 1866 (4×4gb)
Cool master 700m
Samsung 840evo 120gb (win 7 64bit,50% full)
WD 500gb blue (storage)
 
Solution
With 4 sticks, might also try raising the DRAM voltage + 0.06 and take the CPU/NB voltage up to 1.3 - AMD has relatively weak MCs (memory controllers) (have had to raise the MC voltage on mine to run 2400 sticks (in sig)
