Computer won't boot till I unplug and srain the system power

I recently just reassembled my broken desktop. I installed everything and it booted fine. After I restarted the computer I couldn't get it to boot all I got was 5 short fast beeps. Well I unplugged it and let the power drain and plug it back in and it boots fine. But after restarting I have to drain the power again. My specs are Asrock 970 2.0 extreme 3...rosewill 600w...gtx 9800...fx 8350...in win gt1 case

I searched around a little bit and found that the 5 beep code on ASRock mobo's points to "CPU Failure" which isn't very specific.

Since you are able to boot your machine after a power drain, I suspect that your CPU is working fine.

My first suggestion is to remove the CMOS battery (while the system of off and unplugged from the wall). With the CMOS battery absent, start your computer up to windows and give it a restart from there to see if it still beeps at you.

Also, by which method are you restarting the computer? Power button or through windows?

Okay well I turn it off using the power button I have yet to install windows. I've also noticed my Hdd LED on my new case won't light up everything is plugged where it says. I'm not new to computer building it's just been a couple years. Not sure.I think this PSU is going down though not sure.

I also forgot to mention this in my previous post but I'm having a little heating issue. My case didn't come with as many fans as I thought it would. So I'm having to manage with only 3 fans. I have a liquid cooler the closed loop h50. I had to use the back exhaust fan for that. Than i had to use the top fan as an intake. I have the psu set as an exhaust of course. My issue is the VRM'S. See this is a replacement board last one the VRM's shot fireball s I need a new cooling solution
