My spec:
CPU: AMD fx6350
Ram: 8gb ddr 3
VGA: Sapphire 11197-12-40G HD 7970 3GB DDR5
PSU: FSP Hyper 500W 85+ Silver

well if he's not overclocking than it's perfectly fine. His PSU is 500 watt, and it will use no more than 400.

No. Thats not one of Fsps good units. Even a good 500w unit would be cutting iy close where you have a 125w cpu And the vapor x uses fair amount itself. Plus the psu only has 1 pci-e power connector, the vapor x requires 2 8 pin connectors meaning you'd have to use adapters just to get power the card and that's not some I'd reccomend.
