Please Help! "reboot and select proper boot device" displayed when booting from CD/SSD with OS installed

i have a HDD and a SSD which i had installed windows 8.1 on both disks, but I only use the one on my SSD. So i cleaned the HDD, but now it says "reboot and select proper boot device" when i tried booting from the SSD
I assume the problem was that the HDD was my active partition
so I tried inserting my windows installation disk so i can use command prompt to set the SSD as my active partition
but it displays "reboot and select proper boot device" again when i tried booting from the cd. (note that the CD is probably not damaged because i have used to install os onto my SSD when i got the upgrade 2 months ago)
please help!

i just solved it, i was able to get bootmgr missing after booting soo many times and was able to connect with my win8.1 installation disc.
i ran a startup repair and it worked just fine now... any idea why it displays different errors sometime??
