Issues with the XFX Radeon R9 280X

I've been having some issues on a few games, when in game I seem to get some grey/white horizontal lines flickering across my screen. I've tried playing with the settings a bit but nothing seems to get rid of them, bit stuck on what to do. I can't even record any footage because when I it doesn't show in the video. Few of the games for examples: Skyrim/Path of Exile/Torchlight 2

Hardware specs
Mobo : MSI Z97-G45 Gaming Intel LGA1150 Z97 ATX
Processor : Intel(R) Core(TM) i5-4430 CPU @ 3.00GHz
GPU : XFX Radeon R9 280X
Memory : 8GB HyperX DDR3
PSU : Seasonic S12II-620 620W
SSD : Crucial 128GB (OS is on here)
HDD : 1TB Seagate 3.5"
CPU Cooling : Cooler Master Hyper 212 EVO

Running Windows 7 Home premium

Hello Kiez,

Flickering and lines across the screen are indicators for a bad GPU, System ram, PSU and possibly software... my guess is the card is bad.

I would suggest the basics... a driver uninstall/reinstall (make sure no 3rd party software is running).

Swap out half the ram and carry on gaming as usual, if the problem persists, swap out the sets and try again. it could be 1 bad stick of ram causing the issue, and sometimes even a ram slot (rare).

Its a pretty solid power supply, but 620 for this build is a little light, if you could lessen the load by unplugging some unnecessary peripherals or adding a different PSU, that would be great.

And best of all, can you swap out the graphics card? if it is the graphics card or you...

I have tried changing the monitor used to another, and the issue stopped happening, I'm not sure if it's the actual monitor or the input signal. When I use VGA on the first one I get the flickering lines. When I use a HDMI on my TV, that's when it looks fine. Not sure if this will help anyone else having the same issue but that was my fix.
