I want to buy a r9 290 for $200 on Ebay because ill be stuck getting the r9 380x or r9 370x on launch, and i think the r9 290 will out perform 380x because its re brand of 280x. The final factors are HBM and dx 12. hbm doesn't matter that much because the r9 290 already has 4gb vram and decent bandwidth. I will be getting 1080p Ben Q display for my pc. Should I wait for r9 380x or just buy r9 290 right now for a similar price to r9 380x on launch?

Solution
Yes on DX12: http://wccftech.com/amd-r9-290x-fast-titan-dx12-enabled-3dmark-33-faster-gtx-980/.

If you're patient; wait for the 300 series to come out.

If you want to play games now then get the R9 290; there will always be better cards around the corner anyway, no matter if you wait or not.

Supposedly, there won't be much in the way of rebranding going on with AMD's 3xx series cards: http://wccftech.com/amd-r9-300-series-not-rebrands/

AMD claims DX12 support for all R9 cards on their website with a footnote:

"11.Based on our review of the Microsoft DirectX(r) 12 specification dated July 23, 2014, we are confident that devices based on our GCN architecture will be able to support DirectX(r) 12 graphics when available. We recommend that you check AMD.com prior to purchase to confirm that a particular device will support DirectX(r) 12 graphics. Note however, any changes to the DirectX(r) 12 specification after this date could impact or completely eliminate this ability – and AMD disclaims all liability resulting therefrom."
