GTA V PC CPU Bottleneck?

I have an R9 270X and I am getting 30-40 fps, everything on normal, on GTA V.
I have an A8-5600k at stock clocks. Is this a problem with the CPU or something else.

going to fx, id look at the gigabyte 970 ud3p, so u can overclock the 8320, which would help. If u dont want to OC look at a $100 Z97,H97 board and a xeon 1231 v3 which is an i7 or go for an i5. Just saying if ur moving to a different board or cpu, consider a different platform. the fx should be good for it tho

my system;
windows 8.1
8GB ram.
amd r9 270x 2gb vram.
fx-8320 3.5 ghz not overclocked.
can I run this game? or should I just not even try? if it was a 10 dollar game i'd just figure it out by playing.. but since were talking about 65 dollar I'd like to know..

so what fps would i get with an standart 3.5 ghz 8320 and a r9 270x card?
