help!! why is my CPU usage at 100%?

Hey guys, so yesterday I got my samsung 4k monitor and ever since I've been getting problems. I cant even load a game without my cpu usage being stuck at 100%. My rig can defintely handle the games im playing and was doing it fine no problem whatsoever just before yesterday. My gpu temp is also alot higher than before (50-60c idle) What could be wrong?? I literally cant play any games due to the cpu lag and its so frustrating :/ please help
*cpu usage seems to spike at random times, opening up my browser brings it up to 100% or streaming brings it close, never had this issue before what is wrong!!*
i7 4790k 4.0ghz
gtx 960
16 gb ram

drivers are updated, sorry im a bit of a computer noob. What is an OC?

My novabench score dropped from 2000 to 1300, something is definitely off. Should i do a system restore?

under the advanced boot settings in msconfig why do I only have 1 processor showing? I remember seeing 4+ last time. Any feedback or advice would be greatly appreciated.. thank you

You have an i7-4790K, task manager should show 8 threads in the CPU row. If you're only seeing one, try this:

1. Start > in the search bar type "msconfig.exe" and press enter
2. In the Boot tab, select Advanced Options
3. Notice the top left check box. This checkbox is likely selected.
4. Uncheck the box. Hit OK, hit OK again
5. Restart.

Hope that's the issue here.

i unchecked and restarted, still showing only 1 core. Did i mess up my computer somehow.... what else can I do?
