How to get Western Digital to refurbish my hard drives

It's probably struggling with bad sectors. Run CrystalDiskInfo against it and look for reallocated, pending or uncorrectable sectors. Refurbishing ("SelfScan") erases everything, so you wouldn't want WD to do that, even if they offered to.
I would clone the drive ASAP.

In order to be able to get a replacement product from us your WD drive needs to be covered by the warranty still.
