Dude, if you are going to play GTA V, I would go for a strong quad core than a low IPC 8 Core, and a GTX 960 isnt gonna be very good for GTA V due to 2GB of Vram, you install Windows through a USB instead of a DVD Drive

Is this CPU cool enough to enable me to use a heatsink only? (no fans). I just love having the quietest possible PC and I have heard things about how loud stock coolers are.

No passive cooling isnt an option with CPUs, but the FX 83XX runs much hotter and louder than the Intel

Not even an Intel i3 4130? I heard that thing can actually handle minecraft without shaders pretty well with a good graphics card. I am building a PC with one of those and it is build to be silent, and I was going to go with the Zalman FX70 heatsink.

The Corsair Builder series of power supplies use poor capacitors. Go with an XFX 650W or Seasonic 620W power supply.

Agreed. It's a tier 3, get a tier 2 or one. I would suggest evga's g2 series, they're tier one and quite cheap right now.

All of the comments on every website say how quiet it is even under load.

It's still tier 3. Try to stay in tier two unless you absolutely cannot afford any in that tier. If you begin to experience any problems at all-bsods, freezes, or graphical errors-your first suspect should be your psu if you went with a tier 3.
