I overclocked my 4690k to 4ghz and was running at 1.122v. I started up Battlefield 4 and tested my fps and it was lower than stock speeds. Do I not have enough voltage for my OC? My temps have already risen a little bit on my CPU from raising the voltage. I have a 600 watt power supply just to let you know. What do I need to do? I was overclocking by increasing the multiplier from 35 to 36,37,38, and so on.

If you would do some research you would know that if you can run a stress test like Prime 95 then you have a stable overclock.
I would say you did not do this
Run Prime 95 and see what the Vcore is when stressed, unless you switched it off auto it will go up and thermal throttling could kick in you need to monitor the temps when stress testing.
