GA-Z77X-D3H Motherboard Won't Boot

CPU: Intel Core i5 3570K
GPU: Gigabyte Radeon R9 270X 2GB
MB: Gigabyte GA-Z77X-D3H
RAM: 2x4 GB of Corsair Vengeance LP
PSU: Antec 750 watt
Storage: WD Black 1TB, Intel 335 240GB SSD

So last week I bought and started playing the new GTA V and found that nVidia and AMD released drivers for the game. I installed them and my system had a BSOD. After that I decided to use the Display Driver Uninstaller which I have used before and I downloaded from here: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html and booted into safe mode like it suggests. The un-installation was fine up until an error occured and a dialog box appeared but disappeared before I could read it and then my computer tried to reboot since it was finished uninstalling. It failed to reboot, the fans started spinning for a couple seconds then it turned off. It turned back on and the fans spinned for longer but it still turned off. It turned back on again and the fans spinned and it stayed on long enough for the system speaker to beep once normally and then an empty blue screen labeled "GIGABYTE - UEFI DualBIOS" appears and is unresponsive to keypresses until the computer shuts off again and the whole cycle repeats itself. 1. Stays on for short period of time 2. Stays on for longer period of time 3. Stays on long enough for the speaker to beep

I have tried removing the video card and it still does not boot to the normal BIOS splash screen. I have tried resetting the CMOS values by removing the motherboard battery. I have tried using one stick of ram and in different slots. I have tried unplugging both drives. Even disconnecting everything not vital to booting into BIOS doesn't change anything.

Has anyone ever had a problem similar to this? How can I tell if my motherboard failed? How can I tell if my power supply failed?

This problem is likely to be your graphics card and not your motherboard.
Try the following:
Upon start up, spam the F7 key repeatedly (if that doesnt work try F8)
Install and run the Guru3d Driver cleaner and then restart
Install the latest driver

If this doesnt work try using the f8 key instead of f7
The reason you got such an error is likely due to instability of that driver version. When u install the latest driver, make sure it is the latest stable one. A simple internet search should tell you.

This does not help anything, as you can read in my original post that removing my video card has no effect on anything. Even though your method doesn't make sense, I tried it anyway but it didn't change anything.
