64bit System only using 4Gb out of 10GB of Ram Installed

Well as far as I got the issue, try the following.
1) Reset BIOS and try again
2) Try changing slots of the RAM modules
3) Add RAM modules one by one (to check if any of them is faulty)
4) Check PSU (Although should not cause a poblem
5) If not booting issues then try the following
Enter the Run Command line and type - "msconfig"
Enter the Boot Tab and go into Advanced Settings
See if the "Maximum memory" box is checked. If yes then uncheck it and restart
Will let you know in case anything else comes to mind.
However please mention system Hardware details (if referring to picture, its not really that clear)
