Windows installer server could not be accessed.

I get an error message that says Windows installer server could not be accessed. Also when I go to start, run, msconfig, the line where it says windows installer is marked as stopped and I can seem to change it. I am running Windows32 XP pro

The way you change that is by checking the box to the left of the item and clicking OK. Then you're prompted to restart your computer. Have you tried doing that? If so, what happened?
