Video Display Problem due to either PSU or AMD Radeon R9 280X Graphics Card

Hello, I have been having issues with my display and I was wondering if I could ask someone here for help. This started happening right after I moved into my new apartment, so it's possible something may have been damaged on the trip up? So, Whenever I boot up my PC, the windows startup loading display is just fine, however, when I get to the login screen it looks like this:

I can run Windows Safe Mode just fine, and If I uninstall the AMD driver and use the default windows video card driver instead there isn't an issue, but for some reason whenever I try to use the official AMD Radeon driver it gives me that screen, or sometimes it's the regular login screen with black lines straight through. I tried tightening the PCI-e ports, and taking out and securing the graphics card back into its slot but no luck. It isn't the DVI cord or port or the computer monitor because I tried using HDMI cables on a Television screen. I upgraded my mobo driver to be sure, and that didn't help either.

I'm wondering if anyone can help me out here? Do I need to replace the graphics card? The power supply unit? I would be great to hear a second opinion on the matter.

Try this:
go into safe mode, device manager, and delete the AMD Radeon device, then reboot. this should force the adapter to use new resources.

Windows should detect the graphics card and you need to load the driver. Make sure you have the correct driver.

Yeah, I did do that and everything works fine. The issue is that whenever I download the correct AMD driver for my GPU it gives me display problems the next time it boots up after downloading it.
