Idle CPU temp at 95C, i5-2500k CPU

I have owned my computer for just under five years now and have never really experienced any performance issues. However, approximately two weeks ago, I noticed my computer's speed to drop significantly; I checked up on my task manager and noticed that with running google chrome with a single tab (nothing else except task manager open) my CPU was running at 100%. Only recently had I come up with the idea to take a look at my computer on OCCT and noticed that all four of my cores on my i5-2500k processor were running with an average temperature of about 95C. This temperature can be confirmed with BIOS, Realtemp, and CPUID HWMonitor. I have overclocked in the past and had done so not too long before my computer experienced this sudden drop in performance. The Overclock on OCCT is showing an average of -50.0% (varies between -75% to -20%) and divebombs to -75% whenever I open any application.
I had hoped that this would maybe be some issue with dust buildup or some issue with my thermal paste, but after using compressed air to clean the pc and re-applying new thermal paste (Insignia brand) to the cooling unit, the temperature continues to stay at mid 90C, even after double checking the the cooling unit was properly seated.
Could this be my processor beginning to fail/deteriorate? An idea of mine is that perhaps my Corsair LCS is malfunctioning (sorry I don't know the exact model of the LCS). What steps should I take to possibly remedy this problem? I'm not exactly the most experienced individual when it comes to computers.
I have checked the voltage for my CPU (w/ CPUID HWMonitor) and the CPU VCORE (I'm assuming is what is relevant here) hovers around 1V. Online resources say that the CPU that I am using can handle up to 1.25V, so I do not believe that I am overvolting my cpu (unless I'm looking at the wrong thing). CPUID and OCCT show an airflow temperature of 30C, and my GPU temperature is just under 40C. It appears that only the CPU is experiencing excessively high temperatures. Upon touching the LCS that contacts the cpu, I feel a warm temperature but nowhere near 90C, and the exhaust fan for the LCS blows rather cool air...perhaps the LCS is malfunctioning?

So your CPU is at 100% even when basically idling, and the temps are 95c and CPU is throttling... while basically IDLE.
All of this after you replaced the thermal paste, and cool air is coming from the fans...
It could be that the pump failed, but that still wouldn't explain 100% CPU load at idle, but that could be a separate problem... maybe a virus.
First step I would take is put an air cooler on it. The stock one it came with would work.
After that see what temps are while idling, or maybe while sitting in the bios look for the temp.

I had originally thought that a virus could be the root of the original slow CPU performance, which is why it had taken so long for me to check the actual situation with my hardware. I have run a series of virus scans with a number of different programs including Norton, SpyBot Search&Destory, Malwarebytes, etc. While viruses could still be an issue, I am unsure as to if it is causing my 100% CPU with little to no actual CPU load.
I could perhaps try it with an air cooler; however, I do not know if I still have the stock air cooler that came with the CPU as my dad and I had built it together five years ago and used the LCS since the start. Due to my general lack of experience with PC hardware, I do not know what air cooler to buy to see if this remedies the problem. Any recommendation?

Nevermind it. I figured out what was wrong. I removed the cooling unit and stopped by tiger direct to have it examined. It was faulty. I purchased a new one (Corsair H60) and now the temperatures idle at ~38C. While perhaps not the coolest temperature, it is a significant improvement. The processor now clocks back at ~3.5GHz as it should. Using OCCT, I ran up the CPU to 100% CPU and the highest observed temperature (over the course of a minute or so) was about 50C. Sure if I had held it the load up for a longer period of time, I may have observed higher temperatures but this is a definite improvement relative to the previous temperatures.
The programs that tended to use high percentages of my CPU before the new unit were PresentationFontCache and ComcastAntispyware. If I had some internet browser open, it would use up close to the remainder of my processing power. As for the program used, I simply looked at the task manager to see what processes were using large percentages of my CPU and noticed the previously simple tasks such as opening Firefox required >25% of the CPU which is ridiculous for my CPU. However, now I am able to run this browser without difficulty
