Two identical computers, one not working, tested all but CPU and PSU

Hello! I have two completely identical computers, same parts, same wires. However C1 I have had since December and is working flawlessly whereas C2 was built around 2 weeks ago and isn't working. I originally thought it was a corrupt windows 8 installation as it would freeze in the windows logo and white specks would appear all over the screen. Now, I cannot even get my monitor to awake from sleep mode. I have tested the graphics card, hard drive and disc drive (now using USB installation). By putting them in my working computer. They all work

So, what u need to ask is should I 1. Take the CPU from the non-working comouter and try it in working one or 2. Switch on the PSU (Power supply) ?

Currently the graphics cards are switched.

If they are identical, swap the cpu from the one that is not working, to the known working computer. If it works, then swap the power supply. Just a matter of testing each component to find out which one is bad.

**Dont forget to test your RAM as well.

Ok so RAM works sadly, that would have been an easy part to replace. But anyways, the heat sink tends to act wierd as it randomly maxes out power. This is making me believe the issue is the CPU. Once I get around to test it, do I need to remove the heat sink then move it to the working computer and reapply thermal grease or just put the heat sink back on? Thanks for any help

Yes I understand that and appreciate the speedy answer but do you think I would be ok to use the thermal paste that is already on just for the small time the CPUs will be switched or do I have to wipe and reapply each time I remove/reattach the heat sink? Again thank you for helping me!
