The 250x is the better option as ShadowR34per said. Also putting a PCI-E 3.0 card into PCI-E 2.0 card won't do harm. In fact the performance difference between the two slots is very minimal (it's not currently seen so much as an advantage).

Considering the 250x requires a single six-pin, make sure your power supply also has that and that your power supply is at least of 400 watts (recommended minimum for this card).

As you've mentioned strictly below Rs. 8000, get this:

Sapphire AMD/ATI Radeon R7 250 with Boost 1 GB DDR5 Graphics Card Rs. 6,950

If you relax your budget a bit, get this:

Sapphire AMD/ATI Radeon R7 250X 1GB Graphics Card

Either of these cards need a quality 400W PSU that can deliver 19Amps or more on its +12V rail. The Amps delivery on the +12V is important than the wattage. See to that your PSU meets the minimum amp delivery.

If you don't have a quality PSU, then consider this, which can deliver 30Amps on its +12V rail:

Seasonic Eco Series 400W Power Supply Rs. 2750

Notes:

- The R7 250X, if you could get it in a shop near your locality, you can get it for Rs. 7900.
- Also keep in mind for another Rs. 1550, i.e., for Rs. 9,450, you can get a very capable Zotac GTX 750 2GB GDDR5 card from the local market that run all current and upcoming games at least in medium settings @1080p with average 35-40 FPS and @720p with high settings, average 40-45 FPS.
- Buying PC components online are always costlier than the local retailers in India. So think about it.

And yes, you can use the PCI-Express 3.0 card on a PCI-Express 2.0 slot, as they are backward compatible. The performance of difference of a PCI-Express 3.0 card operating on a PCI-Express 2.0 slot rather than PCI-Express 3.0 is close to zero or highly negligible. So don't worry, you won't lose anything substantial.

Either of the above mentioned cards (250/250X) will play the upcoming games with low to medium graphical fidelity @1080p and with medium to high graphical fidelity @720p. It also depends on how well the games are optimized to support a wide variety of hardware on low-mid range PCs.

With R9 250X, you can certainly play GTA V at an average of 30FPS with normal graphical fidelity, because GTA V is a reasonably well optimized game to support a wide variety of PC hardware.

Cheers!
