HD 7870 Poor Performance

Hi everyone, I upgraded my gpu from gtx 550 ti to HD 7870 and I dont see any fps incrase in games. Lets take GTA V for instance, gtx 550 ti was running it even better than HD 7870?
and then there is scaling problem with HD 7870, I have to do it my self thru ccc otherwise I have an inch margin around the screen edges. Could anyone assist me what could be the problem?
Few specs.
* Mobo - Asrock M3A UCC
* CPU - Phenom II x 4 965 - oc to 4.0 ghz
* Ram - elpida 2x2 gb and 2x1 gb (6gb together)
* PSU - Corsair VS 450
 
Solution
Well first off GTA 5 is highly CPU intensive. Also the Phenom may be bottlenecking your card in this game, Download a program called GPU-z.

Go to the sensors tab and look at GPU usage, even with my i5 3570 my GPU is roughly at 75% usage at times and is bottlenecked even by my CPU. Also not to mention they have a heap of issues to clear up in GTA 5.

As for scaling you should have no issues, play around the GTA 5 resolutions and in CCC make sure scaling is at 0%. Also in Properties (digital flat panels)
Choose scale image to full panel size.
