How to install Windows 8.1 onto separate HDD through Windows 8.1?

For one, I can't seem to boot from USB to actually install Windows 8.1 from a USB I have prepared. I have the Asus H97 Pro Gamer motherboard and whenever I try to boot from USB it just reloads the BIOS.

So I decided I'd just pop in my old HDD which has 8.1 already on it and then just install 8.1 onto my new HDD while on Windows. However it doesn't give me the option to pick where to install it, it just automatically installs it on the current HDD which is pretty dumb.

I'm basically stuck for what to do. Can't install from USB, don't have a disc drive, and can't choose to install on a separate HDD.What do I do?

I'll probably give that a go. Let me elaborate though, I was in a rush when I posted.
I have the Asus H97 Pro Gamer motherboard and I've read about people having the same problems but I haven't found any solutions. When I go into the BIOS and try to boot up from USB, it seems like it attempts to boot from USB but then just goes black and loads the BIOS again. This seems to be the same for some people who tried with a CD drive.

My other problem is that I have Windows 8.1 installed on an old HDD so I thought I would connect that into my PC along with my new (completely empty) HDD. I booted up on the old HDD to get onto Windows and attempted to install 8.1 on the new HDD, from the 8.1 Windows itself on the old HDD. But it doesn't let you choose where to install it, which I think is pretty stupid. So it just automatically re-installs it onto the old HDD. I know you can choose where to install if you do it via the BIOS, but I can't because it isn't working so I'm stuck...

Sorted it out. Just had to properly remake the USB installer. Still though, I wonder why you can't choose to install somewhere else when installing from Windows itself
