GPU fans spin but there is no video.

Hello guys,
I would like to start by saying I have looked all over the forum and not found any fixes in the last two days.

So basically I'm in a bit of a pickle as my GPU is not being recognized and I have no video... The computer, I built, has been working in a mediocre fashion ever since I built it a couple months; it would sometimes start and the fans would spin wildly and there would be no video, it would sometimes have the video turn off and the fans spin like crazy and I would sometimes have to run Windows startup tool since there were some kind of memory issues. Nevertheless, I went away for three weeks and when I came back and tried to boot the pc I would get no video at all... I plugged in the HDMI cable to my GPU and still nothing. However, the onboard graphics work fine,no more memory issues or crazy fan spinning, and when checking device manager my GPU is not there.

What I have attempted with no avail:
Reset CMOS
Reseat all components in the PC
Test if RAM is issue
Clean all the dust out
Set PCI-E in BIOS
Full Windows Reinstallation

My Specs

Motherboard: Gigabyte 78LMT-USB3
CPU: AMD FX 4310
Ram: Crucial sport 4MB
GPU: Sapphire r9 270x
PSU: EVGA 500w bronze certified

Really would appreciate help as I am pretty much all out of hope.. I do think the issue is the mobo since I read that people had some issues with it too.

So I was playing around in the desktop with the onboard graphics being used to update the bios and all of a sudden the fans started spinning like crazy and the GPU started to work...? I have no clue whats going on..
