GTA 4 Low fps "issue"

Hello, I just downloaded and started GTA 4 on my PC, and Im noticing really low fps count 10-40, on specs that other guys on Youtube have more than 60fps... I just OC my cpu from 3.7Ghz to 4.1GHz without turbo and silent mode on. And also, Im trying to play totally maxed out, everything except Vsync is on and on max detail, GPU is pulling great numbers with low temp, but CPU cannot handle even low/medium settings.

PC specs:
AMD Athlon 860k (3.7mhz overclocked to 4.1mhz)
Cooler Master Hyper 212 EVO
R9 280x 3GB Toxic
2x 4GB Crucial Ballistix DDR3-1600 (wierd thing about RAM is that HWiNFO 64 displays "Maximum Supported Memory Clock - 1066.7 MHz" I'm not an expert, but it seems wierd for me)
MBO - Gigabyte F2A88XM-D3H
 
DDR = Double data rate. 1066.7 x 2 = 2133. This shows that your memory is overclocked since you say that it is DDR3-1600 but the hardware is reporting that its running at 2133.

My guess is that you have all of the GTA settings maxed out. Turn them down some. You cannot see jaggy lines at 60 frames per second. Once you reach the point where your FPS is almost always at or above 60 FPS, leave it there. Most monitors cannot display more then 60 FPS anyways.

When you get a $1000 to get a Titan X, then you can turn all the settings all the way up and forget about it. But until then, most of us have to live in a world where we live with lesser settings in some games.

But as I said, some guys on Youtube are playing with smilair spec PC's on maxed out GTA 4, even GTA 5 with same gpu.

And also other thing to notice, while benchmarking GTA 4 on max settings I've got 36fps average, and on medium settings 38fps, so 2fps more, which is nothing in my opinion... and the GPU is at around 50% load on medium, and 5-10% more on max. So what do You think that may be the problem here?

Ive tested it a bit, and on max settings it gets 36 FPS, Medium 38fps, recommended ~40fps, and lowest with 2xAA, 1080p, 54.86 fps

So I actually made a mistake buying this "budget" CPU, which at first glance for me was great (at least much, much better than my "gaming" laptop), I want to upgrade from AMD 860k to some good Intel I5, but I need to upgrade my MBO aswell, which will empty my wallet a bit..

Ok, I tested GTA 4 with MSI Afterburner, and it is really the problem with the CPU bottleneck, while CPU usage is around 90%, the GPU usage stays on around 60% all the time. I only hope that wont be a problem in GTA 5..

Also other thing to notice... some people on Youtube run similar setup PC's with Very High settings in GTA 5, so I have no idea why GTA 4 does not work so well for me.
