You shouldn't have any trouble with world of Warcraft. Skyrim is a different game with significantly higher graphics requirements. I've run Skyrim on a Radeon HD 5870 (slightly worse than your card) on high settings so I would guess you would be alright. You should be able to google your graphics card and see framerates at 1920x1080 resolution (what you will likely be playing at) for similar games to skyrim and world of warcraft.

I would make 2 recommendations. First, and most important, buy a better Power Supply. Most cards, the newer ones at least, require more than a 400 watt power supply. If you buy a 400 watt and want to upgrade your graphics card at a later date without having to buy several other parts (one of the big selling points for building a PC) you should buy a better power supply. Second, and less important, consider buying a better graphics card. Spend a little extra money and get a gtx 960, its around $50 more than the 750ti on IBuyPower and its almost twice as good.
