What CPU cooler should I use?

I am looking to overclock my intel i7 4790k up to 4.4 Ghz, but I would be fine with keeping it a little lower. Right now, I am looking at the Cooler Master Hyper 212 EVO, and it seems like it would work, but I'm not the most experienced with cooling. Any suggestions? Should I go with liquid cooling?

If you want to suggest a different cooler, be mindful I don't want to go anywhere above 75 ish USD.

The hyper 212 evo would barely work, your cpu would be very very hot. I would recommend a liquid cooler or a bigger air cooler just so the cpu doesn't thermal throttle or so you don't get blue screens. I used a corsair h60 this to overclock my i7 4770k and it worked just fine. The h60 is about 60 dollars. if liquid cooling is not your thing and you want air cooling, I'd go with the Noctua CPU Cooler NH-U12P SE2. The Noctua costs about 67 dollars.
