GTA 5 bad performance on high end system.

Hi, I'm a new user here and am asking for your help.

I've been trying to run GTA 5 and have been seeing really low GPU usage and fairly high CPU usage, though this is on a high end system.

The system includes:
2 Way SLI GTX 980
i7-4790k
16GB RAM
The game is installed on an Intel 530 SSD

My CPU usage usually ranges from 40-90% while the GPU is sitting around 30%. No background programs are running and yet the game continues to stutter and perform badly. This even occurs when I play on the lowest settings with everything down, as well as dropping down my resolution to 800x600.

Yes I do have the latest drivers installed for the game.

I too have this problem. My system surpasses the recomended specs, and the game is unplayable for me, even on the lowest settings I can have. CanIRunIt, even states I will have no issues running the game on Very High settings. Weird thing is, My game worked perfectly when I was running it on an AMD FX Vishera 8350, on a gigabyte mobo until a week later my motherboard went, so I went with an intel set up instead. An i7 4790K - 4.00GHz to be exact with a new MSI mobo. Same graphic and sound card as my AMD build, as well as the same 64 bit OS. Now GTA V is unplayable do to constant stutter with lots of FPS drops. So I think it may be the i7 or the MSI mobo causing the issue.

I have a 1000watt PSU same one I had when I was on the AMD build. My MSI Mobo has all the bells and whistles a gamer would have. So I doubt it is my MOBO. It might be the bridge of i7 causing the issue. I even made sure I had all the BIOS updates installed and drivers. To no avail, GTA V is still unplayable, even with a fresh install of windows, and the game several times on the lowest settings possible. I also thought my sound card may be causing the issue, so I reinstalled it with driver updates. No change. I then uninstalled the sound card fully, went to my BIOS, and ran the onboard sound with driver updates. No change. So I have NO clue why an AMD on a gigabyte board worked perfectly, and an i7 intel MSI board does not work at all.

I did a fresh install of Windows and don't have anything installed besides the drivers and the game itself.
 
Game has a memory leak, which is causing it to use many GB or RAM. This in turn is causing excessive paging, and the time to load from the HDD is bottlenecking performance.

Hopefully, they patch it. Until then, I'm making it a habit to restart the game every 2 hours or so.
