The Mobo will have headers (connectors) for USB2 and USB3 ports, look up the manual. THEN if the enclosure manual says, "2 x USB2 port on the front panel" it means it will come with a couple of USB2 cables to be hooked up to your USB2 Mobo headers. But this ALSO means you will not be able to use USB3 devices on the front panel, and must rely on the USB3 port on the back.

BUT this does not stop experienced builders to look for the correct USB3 cable and make whatever modification to the case as needed, am guessing you are not ready for.

Sure.

Look an enclosure is just a box. You first pick a box because it's big enough to accommodate the Mobo u planing to put in there. ATX Mobo sizes are standard and explained fully by WIKI for one, THEN you pick what "features" you want, like any USB ports up front? you don't have to, or even want to, some people like a clean front box. Sometimes you like a certain box for its looks or cost, it comes with USB ports up front but you are not obligated to hook them up, it's up to you whether you want to wire them or not, you got total control. The Mobo will still work if you leave certain things unplugged, or even plug them elsewere.
