Counter Strike Global Offensive unbearable fps since installing new cpu

So recently I installed a new cpu from a fx 6100 cpu to a i7-3770k and I have been enjoying it VERY well. But when attempting to play couter strike I get unbearble fps, whether v-sync is on or off, highest or lowest setting, nothing. I'm not sure if I forgot to install some drivers for it or what but fps range from 45 max to zero. Thanks.

1. Try validating your game files/cache
2. add this code into the launch option: -nod3d9ex
3. In the Counter Strike files --> csgo --> cfg --> video.txt file --> change the value of setting.mat_queue_mod to "2"

Let me know what happens once you have done these.

sorry it took so long to reply. I have done a fresh installation and everything you have told me. I'm not sure what else could be done.

What graphics card do you have? Perhaps it might be a bottleneck issue? Or maybe your CPU temps are too high?
