Hp desktop upon turning on boots to a black screen with the Hp logo, the support site says to use f11 to bring up a selection screen, but upon trying it opens a list of specs and no keys then do anything, even esc wich the menu says to hit to return, ctrl alt del makes the pc restart

This can happen if components like the RAM, HDD or the CPU are not inserted properly. I would take the PC apart, and remove and reinstall each of them. Don't forget the thermal paste on the CPU.
