New PSU, computer only boots without GPU.

So my old PSU died and I replaced it with the one above. I'm pretty sure I connected everything correctly. When I flip the PSU switch one of the motherboard LEDs turns on, but when I push the power button the fans only twitch and another LED turns on. Nothing else happens. I have to flip off the PSU switch to turn everything off.

I tried removing the RAM, all the drives, and GPU. When I push the power button the LEDs turn on and the fans turn on for a few seconds and everything turns off. This keeps happening until I flip off the PSU switch.

I put the RAM back in and left the GPU and drives unplugged. When I push the power button the computer boots up and gives me a long beep followed by two short beeps (I think, it's hard to tell). The long beep followed by two short beeps means it's a graphics card error, but card isn't plugged in. When I plug everything in, it doesn't boot. Fans only twitch and the LEDs turn on.

Anybody know what could be wrong? Is the motherboard dead messed up or is the GPU messed up? The GPU is only about a year old. Everything worked fine until I changed the PSU.

Update: Okay, so I unplugged the CPU. The only things connected were the RAM+Mobo+PSU. I rotated the RAM around and tried each stick individually and in different combinations and it booted up every time with no beeping sounds at all. When I plugged the CPU back in I found that on two of the RAM slots the PC would not boot. The fans would start up for a few seconds and it would turn and repeat. It wouldn't matter if there was one stick in one of the bad slots or if both had RAM. It also didn't matter which sick of RAM it was. Does this help narrow down anything?

Yup. I checked and unplugged and plugged in everything several times. Could it be possible that I have to reseat the CPU with new thermal paste?

 
Try taking the MB battery out with the comp unplugged for 10 to 15 mins to reset the BIOS. Then if you can boot, you need to boot into bios and set it all up correctly. Might try booting into bios first if you can?

If still not working go ahead and remove the cooler & CPU, clean both off then install both with a thin coat of thermal paste and see?
