Minimum power needed ofr thr power color R9 280 3GB GPU

Hey all. I would like to know if a 520w psu will be enough to run the above mentioned gpu in my custom system.
My specs are:
I5 4690k
Asrock Z97 pro4
Corsair vengeance 2×4 gb ram
Seasonic S12II 80+ Bronze fertified psu
20 something watt speakers
About 20 watts of led fans.
If I need to post anything else please say so.

They are assuming a low quality power supply probably. The seasonic has very good rails. Your country may have bad power as well which could contribute to the company suggesting more power is needed but I would assume that is not true. 750W is major overkill. They just want you to buy a more expensive PSU imo.
