Overclocking will help a bit, but you're still likely to run into slowdowns on occasion. The GTX 960 may also have issues running games on ultra, partly due to not having quite enough grunt for some titles, and partly due to VRAM limitations. A number of newer titles need 3 to 4GB of VRAM to do ultra, even at sub 1080p resolutions, and unless you're going to splash out a little extra to get a 4GB version of the GTX 960, that might be an issue for some games. It's why a GTX 970 or better is usually recommended if you want to go for ultra.
The i5 650 is a dual core with hyperthreading, it's about as fast as some of the Sandy Bridge i3s eg. i3 2100. You're probably going to have problems with newer games on ultra, as a lot of newer titles really need a quad core to run well on the higher settings. You also didn't say what graphics card you have. The current high end options will be held back by your CPU. Midrange card would be a better match, but they may have trouble doing ultra settings at 40+FPS even at 1600x900.

It will be a gtx 960..... would it help if I over clocked the cpu to 3.8 - 4 ghz?
