I would go with the one with the 970. I run a 970 (just ordered a 2nd for SLI) and LOVE the card. Amazing GPU.
Add an SSD if/when you can.
Go with a Western Digital HDD (i like WD better)
MAYBE upgrade the PSU if you were ever going to upgrade to SLI, if not you should be fine.

Second build. First of all i'd bet you wanna a motherboard with room to upgrade lots. So a Micro ATX you might not want. If you need any overclocking go for the K versions of the cpu's. If you wanna go SLI with the GPU later then your probably wanna upgrade your GPU

you can get a 290x in the 290 build then it will cost similar to the 970 one but it will have complete 4gb vram and as games become more vram hungry u will be able to see the advantage.
