Need more details, what exactly is not working? Just listing what the lights are doing does not give details as to the issue. Is there a display on the monitor? If yes, how far does it get before it stops working? If no display, did you check the cables and try a different monitor? Any sounds from the system with fans or hard drives spinning? Any beep codes?

Issue with power supply or RAM/sleep mode.
Power supply: Turning on and off and on and off and on and off and on and off and on and off
RAM/sleep mode: Sleep, sleeping is putting everything that was running into RAM, so it just could be a issue with sleep mode too.
