Slow internal as well as external file transfer speeds in Windows

The configuration of my laptop is:- 8GB RAM, 1 TB HDD 5400RPM, Intel core i7-4710HQ, model: Lenovo y50. But for some time I've been facing issues related to file transfer speed. The file transfer speed to external USB via 3.0 port is very low and unstable, very rarely, I get speeds in the range of 60-100mbps, and mostly I get speeds in the range of 10-30 mbps. Also even when transfering stuff between two drives on the same INTERNAL HARD DISK, the scenario is the same. I don't expect this from a good laptop if it is a hardware issue. I am using windows 8.1, please help, I'm at loss here as I cannot even get a simple thing done without getting low transfer speeds, I've tried Terracopy, but that doesn't help. Even my other laptop which has much lower configuration as compared to this, gives better copying speeds, both internal and external.... Please tell if you know what is causing this problem

I strongly recommend testing your laptop's HDD using the manufacturer's diagnostics tool. You should be able to find it on their website and make sure you you share the S.M.A.R.T data results here.
