Which of these two PCs is better (one AMD one Intel)

As spec'ed, the AMD build has a much stronger GPU. If this is for games get that one.
Otherwise, the Intel build can be made a lot better than it is. First of all, with a locked CPU, you won't be overclocking, so you can lose the cooler and save that money. Put it toward a better PSU; for that one to have an 80+ rating suggests it may not be junk, but RAIDmax is known for PSU-shaped objects and is not to be trusted. A model like the XFX one in the AMD build is much better. Hopefully you can also get a better graphics card. I'd get at least a R7 260X or GTX750Ti, although of course the R9 280 is stronger.

The first one has a better CPU, but the second one has a better GPU. But if I had to pick one of the system as is, I will probably pick the second system. Or upgrade the GPU on the second system to a GTX 960 (similar to R9 280) or GTX 970 for even better performance.

And I advise you NOT to use a Raidmax PSU, they are a little iffy IMO.
