Weird PSU issue (Supplies power even when PC is OFF)

Hello,

I have a weird problem, even when PC is off, CPU Fan is turning, there is barely audible sound coming from Box-Speaker and LED on the fan is also on (but not as bright).

The issue I tracked down to PSU unit, it caused same problem in another PC. Recently, I've also started getting random BSOD crashes.

Can something be done about this PSU unit (it's 6 years old, but really good *Silent, 700W, Detachable cables) or is it time to get a new one?
 
I've had an issue like this before, but it wasn't the PSU. It was due to a setting in the PC's BIOS related to wake on key/mouse/LAN press or something like that IIRC. It could also be to do with the Sleep state too - I'm pretty sure S1 keeps the CPU "alive" - are you sure it's switching off and not sleeping?

I've tried hooking it up to a different rig and PSU from that rig to my own. Other PSU did not produce this issue in my PC, my PSU started turning the fan in an off mode (definitely no sleep/hibernation states). I am at a loss here :( PC passes all kinds of stress testing for 24+ hours and than just "BSODies" while using Excel or Browsing...

I'll try checking bios settings but I don't think it's that... when the PSU itself is turned on for example, motherboard light flash (just for a second). That doesn't happen with the other PSU I know to be working well.

It's just a bit frustrating, this issue is not new and PC is passing all stress tests. If it wasn't for BSODs that recently started.
