will my phenom ii x4 925 and 700 watts cm cougar run r9 280x

Yes, it will run it. But there will be some CPU bottleneck with the slower Phenom II X4 925. That CPU is probably best matched with a R9-270/270X at max.

As for the PSU, that will depend on the nameplate specs on the PSU. If that is not easily seen, please let us know the make/model of the PSU.

really ? this psu will run my set up? what about gtx 960 ,?r9 280 toxic is 12.25 inches long and i think it will not fit on my v4 thermaltake mid tower case, just like r9 270x i think they have the same size ,and the v4 case can only fit at maximum of 10 inches.

The PSU seems to have gotten a good review by a reputable site, and it has 2 x +12V rails rated at 30A each. They are good for 648W max. That is plenty for a 95W CPU and a 250W (280X) card. The GTX 960 is only a 120W card and Nvidia recommends a 400W or greater PSU for it: http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-960/specifications
The length of the cards is something you will have to determine by measuring the distance from expansion slot cover to any obstruction along the PCIe x16 slot.

Since you are intending on moving to the faster Intel platform, then there's really no reason to settle for less gfx card. Get the 280X and accept the fact that for now, you won't be able to quite get the full performance from the 280x. It will still be a major increase in gaming performance even with the Phenom. And when you go to the Intel upgrade, you'll see another bump in performance with that card.

Here's Tom's GPU hierarchy chart. You can see where each card falls relative to another. As you can see, they bump the 280x up one tier from the GTX 960.

As long as you have the Phenom, it won't matter which card you use. Any possible lag will be attributable to the processor at that point. Both the GTX 960 and the R9-280X are faster than the PhII can keep up with.

If you are referring to the artifacting problem, it seems to only be an issue with manufacturers that heavily OC their cards as far as I can ascertain.

"...or should i choose the gtx 960 but im afraid it will only give less performance and fps on my system than the r9 280x"
You must be referring to after you upgrade to the Intel platform, because I already told you it wouldn't make any difference with the Phenom II you have now. The GTX 960 is only a bit slower than the R9-280X. The difference would probably only show up in benchmarking tests. And not at all with the PhII you have now. But if you are that concerned, save up some more and get the GTX 970 when you get the Intel platform.

yes about the flickering and artifacting problem ,i read a lot of complains about that some of them RMA their cards thats why i have doubt of buying that card ,but your right if i buy the gtx 960 i will get less performance, will i experience flickering and appearance of artifacts on my screen if i buy the R9 280x? i already have space on my v4 mid tower i remove the hdd rack,., if i buy r9 280x what model brand should i get ?should i choose the r9 280x toxic?

The GTX 960:
I have this one in my other PC. http://www.evga.com/Products/Product.aspx?pn=02G-P4-2968-KR
I believe it now comes in a 4GB version as well. The card is powerful and runs ice cold. I got lucky, my card runs at 1480 MHz out-of-the-box! Out performs my R9-280 by a good bit from my limited benchmarking I was able to do. And Evga has one of, it not the best, warranty in the business.

The R9-280X:
I have had no experience with an R9 280X. But from the number of posts here about the Toxic, I would say that is the one to get (if your case fits the long card). It seems to be the fastest clocked of the 280x out-of-the-box. As far as any issues with flicker/artifacting, etc... all I know is what I read like you.

will i experience more lagg on gtx 970 or not?is it compatible with my system sir? what about R9 280x vapor-x ?

Are you not following what I am saying? I said any lag you may experience will be the fault of the Phenom II as long as you have that system. No matter what card you have. All three of those cards are more powerful than the old Phenom will be able to keep up with. So... if you have lag or stutter, it will be because of the CPU not the GPU.

Performance order of the cards discussed: GTX 970 > R9-280X > GTX 960
