Testing PSU did i do it right?

So I suspect my PSU is not fuctioning properly anymore and i decided to test it.
I used the paperclip method, but I have a question about it. I used one of these http://www.tigerdirect.ca/applications/SearchTools/item-details.asp?EdpNo=3132977 to connect a case fan to my PSU but the case fan connector has 3 holes and the adapter only has 2 pins (like the one in the link). I assume thats alright but I just wanted to make sure.
Neither the PSU fan or case fan started to spin, so if the method used was correct its safe to say the PSU is bad?

Yes. The adapter simply applies +12 v and ground to the fan. The 3rd pin on the fan connector is for tach feedback to BIOS when connected to the motherboard. The first 2 pins are the only ones that need to be powered to run the fan.
