GPUs not being fully used

I have 2 R9 270Xs and when I play games like BF4 or FarCry 4 I barely get 60 fps.
I checked to see if I was bottlenecking, and i'm not, and I noticed that my gpus are not being used at 100 %. In fact they barely reach the 50 % mark. So I was wondering if this was normal or if something is limiting my gpus

Specs:

GPU: 2x R9 270X
CPU: AMD FX 6350 3.5 ghz
Ram: 8gb
Power supply: Thermaltake Smart 750w
Motherboard: Gigabyte 970A-DS3P

PS: My all my temps are normal

Definitely check all of your hardware utilization while the game is running - CPU, RAM etc.

Are you also running the latest Catalyst drivers?

My cpu usage varies from 60 to 80

One other thing to consider is that a lot of games aren't optimized for multi-GPU setups. I run two R9 280x's in Crossfire with an i7-4790k and even I get the occasional stutter and lag in some games just because multi-GPU setups can be finnicky.

Another thing you could try is running the AMD Overdrive utility and see if bumping the cards' clocks produces any increase in performance.
