Hi guys! almost every game i owned except CS:GO and League of Legends are getting lag spikes especially Far Cry 4, Dead Rising 3, and Dying Light. Every camera movement i do, it is getting a huge lag spike (From 60FPS to 15FPS). I tried lowering the settings but the lag spikes just got bigger so i sticked to Ultra. i don't wanna upgrade my ram to 8GB because when i had GT630, it doesn't get lag spikes. Just only the time i replaced the GPU to R9 270x. I didn't overclock everything. Does anyone have a solution to this? Thanks!
EDIT: I have Windows 8.1. If i downgrade to Windows 7, will it fix the problem?

RAM: Corsair Vengeance 4x1GB 1600MHz
PSU: Corsair VS650
